No provincial mechanism currently allows for the commemoration, within their own communities, of Québec police officers who have died in the line of duty. Two memorials do exist: one national, one federal. But they are centralized, distant, and not encountered daily.

Un viaduc commémoratif est un ouvrage d'art du réseau autoroutier provincial, relevant du ministère des Transports et de la Mobilité durable, désigné formellement, par décret, au nom d'une policière ou d'un policier décédé dans l'exercice de ses fonctions. La désignation s'inscrit sur des panneaux installés en bord de chaussée, visibles aux usagers traversant l'ouvrage.
A commemorative overpass is a structure on the provincial highway network, under the authority of the Ministry of Transport and Sustainable Mobility, formally designated, by decree, in the name of a police officer who died in the line of duty. The designation appears on signs installed at the roadside, visible to those passing over the structure.

Each designation follows the same path. The Devoir de mémoire — Québec Committee handles its instruction and coherence. Government authorities handle the decision and execution. Communities are at its origin and at its benefit.

Une famille, un corps policier, un comité local, un élu municipal ou un député peut proposer un nom. La proposition s'accompagne d'un dossier biographique sommaire et d'une indication du viaduc envisagé.
A family, a police force, a local committee, a municipal official or a member of the National Assembly may propose a name. The proposal includes a brief biographical file and an indication of the proposed overpass.

The Devoir de mémoire — Québec Committee verifies cenotaph registration, secures formal family consent and the opinion of the relevant police service, validates the appropriateness of the proposed overpass.

Recommendation
Le comité transmet le dossier instruit au ministère de la Sécurité intérieure et au ministère des Transports. La recommandation est inscrite à l'agenda annuel : au maximum cinq dossiers par année.
The Committee submits the instructed file to the Ministry of Internal Security and the Ministry of Transport. The recommendation is added to the annual agenda: a maximum of five files per year.

Aucune désignation n'est portée sans la réunion intégrale des cinq conditions ci-dessous. Cette rigueur est ce qui distingue un dispositif officiel d'une initiative ad hoc, et ce qui assure aux familles que la mémoire de leur proche n'est jamais convoquée à la légère.
No designation is carried forward without the full convergence of the five conditions below. This rigour is what distinguishes an official mechanism from an ad hoc initiative, and what assures families that the memory of their loved one is never invoked lightly.

Aucune désignation n'est instruite sans l'accord écrit de la famille proche. Ce consentement est révocable à tout moment du processus, sans avoir à justifier la décision. Il prime sur toutes les autres conditions.
No designation is processed without the written agreement of the immediate family. This consent is revocable at any point in the process, with no need to justify the decision. It overrides all other conditions.
